[Users] Scroll bar behaviour

Is there a way to make the scroll bar go back to the old behaviour, where clicking in the scroll bar below of above the slider moves the display one screen down or up, and not to the relative position of the slider ?

Given a mailbox holding 1500 mails, it is impossible to move up or down one screen in turbo mode  ;-3'
