I am the OP. Chris (port maintainer) contacted me also and indicated
that there was a PR
<https://bugs.freebsd.org/bugzilla/show_bug.cgi?id=245939> in progress
to correct this problem. There has been a recent change in the port
ownership and perhaps that led to this bit of confusion.

Personally, I hate 'dillo', plus it really isn't maintained anymore.
The last work on it was around 2015. I loved 'fancy', but if it is not
possible to update it to work on FreeBSD, I guess I will have to try
the LiteHTML plug-in and see how that works.
