You are directing this question to the wrong place. We (the Claws Mail
team) develop and release Claws Mail in source tarballs. It's up to downstream
distros (such as linux mint) to package the releases. Linux Mint packages are
beyond our control, as are all distro packages.

If contacting Linux Mint (whoever that might be) about these missing packages
doesn't resolve the issue, then you could build from source. It's not
difficult. Ralf Mardorf, in this thread, has provided other potential
solutions. Looking beyond that, you might want to consider switching to a
distro which offers the user more choice. One can only assume that this is
one of many shortcomings of Linux Mint.
