This largely depends on your experience with the OS, but Debian stable
or any Debian derivative which is not a rolling release should work and
would be pretty straighforward to automatize, in my very biased opinion,
or course.

Which is the OS which minimises this? No idea, you can try them all and
tell us ;-)
