[Users] emails in spam folders are not downloaded

POP doesn't have the concept of "folder". It's simply a way of
transferring email from a server to a client; it's the responsibility
of the server to make sure all the messages are available, and the
responsibility of the client to decide where to put them. If the email
server is hiding messages in the "spam" folder, that's something that
needs to be changed on the server side.
