The UI FAQ at

describes the procedure for binding a shortcut key to a pull-down menu command:
activate the menu, mouse-over the desired command, and type the desired
shortcut.  Unfortunately, this procedure works only for top-level menu entries.
 It does not work for menu entries on the second or subsequent levels, such as
the  "Spelling->Options->Use alternate" command of the Compose window.

AFAIK the problem was first reported for Claws Mail 3.8.0 on (X)ubuntu 12.04 at
<https://lists.claws-mail.org/pipermail/users/2012-October/004022.html> but I
can still reproduce it with Claws Mail 3.17.3 on openSUSE Tumbleweed.
