clawsker itself has no specific build requires.
But the provided clawsker-1.3.rpm has a 'Requires: perl(Gtk3)', while clawsker-1.2.rpm had a 'Requires: perl(Gtk2)'.
A matching 'Provides: perl(Gtk3)' does not exist in plain Leap 15.1 nor in Packman.

For short: this is a packaging bug.

If clawsker has indeed a hard requirement for some sort of perl gtk3, such package has to be provided either via the official Leap 15.1 Update channel or via Packman.
