[Users] mailto links not on top

When I click on a mailto link on a web page the compose page opens
UNDER other windows. Sometimes I can't see it at all. This is very
annoying and different to how the world used to be. But I don't know
what has changed, so I'm asking here to see if anybody has any
ideas.

My browser is Firefox 52.1.1
My MUA is Claws Mail 3.13.2
My OS is Leap 42.2
My desktop is LXDE

All from the standard openSUSE repositories.
