Because the development is not linear.

When 3.15.0 was released, the development branch was split in two: the master 
branch (which is most you compiled) progresses towards 3.16, while another 
branch is used for fixes of 3.15.x -- it's called 3.15.0-cherrypick (a somewhat 
odd name, but...). The 3.15.1 tag only exists in that branch.
