[Users] Processing rules strangeness

Hello All,

I have the following as a processing rule;

~header "X-Spam-Status" match "LDOSUBSCRIBER"
color 11

Which I expect to work as follows;

Identify the header X-Spam-Status does not have the string LDOSUBSCRIBER
in it and mark that message with colour label 11.

What actually happens is that it matches all messages.

Is my rule wrong, or have I hit a bug?
