Did you try to reconfigure by 'dpkg-reconfigure locales',
https://wiki.debian.org/Locale ? This reminds me that I'm using the
English language, but a German keyboard, so for some calculators I run
into issues regarding the num pad's ',' vs '.'. 'galculator' translates
the ',' to '.', but other calculators keep the ','. Using LANG=de_DE
fixed it for 'mate-calc' but doesn't for (fox) 'calculator'.

Regarding claws-mail, for Arch LANG and LANGUAGE de_DE work.
