No, that PPA was maintained because they usually don't sync unless requested by
users on launchpad or there's an interested maintainer.
For example in this precise case I think there was enough time to upload it to
Xenial (22 days):
* Debian sid got claws-mail 3.13.2-1 on 2016-01-26¹
* According their schedule² DebianImportFreeze ended on 2016-02-18
With this I'm not impliying they don't do on purpose. Everybody, including
Ubuntu maintainers, has a life and that's fine, but don't blame release cycles
mismatching for not having it in Ubuntu.
Better blame yourself for not having requested it timely ;-)
