This has nothing to do with the inbox, it could be any folder.

The currently selected message is reloaded after changing account
settings. If the currently selected message is an encrypted message,
and your GunPG passphrase is not held in memory, by either gnupg-agent
or the built-in Claws option, you will prompted for your GnuPG
passphrase when the message is reloaded.
