Yes.

a) Files ownerships can be used by CM, but it is not a CM's
property/function, but a function of the underlying OS/FS, then
particular OS/FS ML may be the appropriate place...

b) Running thins as root is (mostly) evil for user's tools and CM's ML
is not a proper place to learn people how to use their OS.
