[Users] Debian upgrade to clamav is borked

Updated packages for Debian/unstable came out this morning, I am not
sure that they work.

Debian packaging seems to construct proper clamd and freshclam config
files.  But, claws cannot ping clamd.  If at a shell, I use the OpenBSD
version of netcat to ping clamd via the socket, I get a PONG back.
This is an ordinary user, not root.
