PPAs are not supported on Debian, its entirely an Ubuntu thing.
However, Richardo Mones has already packaged 3.9.0 in experimental as
visible here:

http://packages.debian.org/search?keywords=claws-mail

There might be a backport to wheezy when it is released as the next
stable, but for now it will work fine using the version
packaged in experimental on wheezy.
