[Translators] Clawsker 1.3.8 release

Hi all,

That time has come where a new release of Clawsker, the hidden preferences
editor for Claws Mail, can be made. There's not many new strings for this
release, so updating should be a breeze for up-to-date files.

The string freeze will start on Saturday 2023-12-16 00:00 UTC. Since that
very moment you can grab the updated pot file for translation from:

https://git.claws-mail.org/?p=clawsker.git;a=blob_plain;f=po/clawsker.pot

You can send the updated translations until Friday 2023-12-22 23:59 UTC.

If everything goes well the release will happen during Saturday 23rd.
