[Translators] Catalan translations

morning guys/ladies,
i would like to complete the missing translations in the file po/ca.po,
but i have 2 questions:

1) Can i complete the translations or there is other ppl assigned to
do that?

2) Why the Catalan language doesn't appears in
http://www.claws-mail.org/i18n.php ?
