Good point.

The string is part of a mapping between country names and ISO 3166-1
numeric country codes. This mapping indeed does not contain separate
entries for Serbia and Montenegro, which I agree should be added. It
still makes sense to keep the entry "Serbia and Montenegro", because I
don't control the database used for lookup, and resolving to an
obsolete entity is better than not resolving at all.
