I could imagine several issues, however, did you run

  sudo ldconfig

http://manpages.ubuntu.com/manpages/trusty/man8/ldconfig.8.html ?

Assumed it shouldn't be related to the linker for shared libs,
than perhaps you installed to /usr/local, while claws from repositories
by default takes a look at /usr, what did you chose for "prefix="?

Claws allows to chose the "Load..." path for plugins.

Search using the find command

  find /usr/lib/claws-mail/ -name pgpmime*

and

  find /usr/local/lib/claws-mail/ -name pgpmime*

after that chose the correct path when using Claws "Load..." option.
