Either your mail service provider's POP3 server is suffering from
issues communicating with an authentication backend, or your provider's
policy is to throttle server access in order to prevent users from
connecting too frequently.

It wouldn't be a bad idea to look into polling your POP3 accounts with
a tool like "fetchmail". Contrary to what some guides claim, fetchmail
doesn't need a local SMTP server, because it can be configured to
deliver messages via an MDA tool (be it procmail, maildrop, or one
without filtering capabilities).
