Claws Mail doesn't mind how quickly and how many times you want to connect to
the same server, but the server is not so happy.

If you can't get the server owner to change things at their end, you will
have to workaround that by not checking for all the accounts at startup or on
demand, but configuring each account to auto-check in such a way that the
checks don't come one-after-the-other-after-the-other.
