Indeed, mouse wheel scrolling jumps a non integer number of lines, almost 2, not good.

I understand that you want to read a long list without missing any entry and without eye fatigue.

Pressing the up and down arrow (if present on keyboard) colors one entry which goes down then up four lines.

Moving the bar at the right of the pane is not good because some lines are easily missed.  It 
is good for viewing a large photograph, not a text. 

Pressing page up|page down (if present on keyboard) is similar to reading a book, which most people can do.

page up|page down was used before mouse and window systems, for example in IBM VM or Emacs or Unix more in terminal.  Not easy to find better.
