You are making a wrong assumption. If the menu items are distinct, then the
same hotkey(-combo) can be used. For example,

Ctrl+u in the Compose window is used for /Edit/Advanced/Delete line and when
the focus is in the message list Ctr+u is used for /View/Message source in
the main window's menu and message context menu.
