I ran in to this issue today with three accounts, one is my wife's. When
I go to Azure, in each account I am shown this on the App
registrations page. "These applications are associated with the account
redacted at hotmail.com but are not contained within any
directory. The ability to create applications outside of a directory
has been deprecated. You can get a new directory by joining the M365
Developer Program or signing up for Azure. When I try to add a New
registration on the same page I get this message "The ability to create
applications outside of a directory has been deprecated. You may get a
new directory by joining the M365 Developer Program or signing up for
Azure. The only option is Cancel. So it looks like I have to create an
Azure account. Signing up requires my address and phone number
(billing address). I do have access to these account via the browser
and Outlook App. When logging in via the browser, I am sent a code
message via the App. Not sure I want to create an Azure account. Any
why the current instruction in the FAQ are outdated.
