[Users] Filters do not move to unsubscribed folder if 'show only subscribed folders' is enabled

I created a new folder F for my account. I created a filter that moves
messages from a at example.com to it.

In inbox, I click to tools > filter all messages in folder. The
messages from a at example.com are moved to F.

Now I move one such message M from F back to inbox, unsubscribe from F,
check 'show only subscribed folders' for the account and click tools >
filter all messages in folder.

M is not moved to F. It is moved though if I try again after unchecking
'show only subscribed folders'.

Is this a bug?
