You can do both.

In order to try the comma-separated form:
- open a new message window
- in the recipients part, below the From:, change a To: to be Bcc:
- to its right, type: a, b, c
- click Message/Save
- close the message window
- reopen it from the Drafts folder

See how the single Bcc: a, b, c has turned to three Bcc's.
