Are you sure?
sieve           4190/tcp                        # ManageSieve Protocol

Some implementations use a different port.

Maybe it is a firewall that blocks it and sends TCP RST (or ICMP
administratively prohibited).

No, IMAP is a different protocol and can't handle sieve.
