[Users] claws-mail displays ics file wrongly

I've just compiled the git version of the vcalendar plugin. Opening the
ICS file previously submitted to the list this now shows a start time
Tue, 27 Aug 2024 09:00:00 BST. So this now looks correct (UK summer time
1 hour ahead of 10am start in Germany).

Opening another few invites they still show the expected time so I don't
think any other issues have been introduced - this looks like the
problem is fixed!
