This is a general message that the remote server doesn't accept the
message. Not a bug.

Even if you contact the submission SMTP from your ISP, it might proxy
the connection and give you the error to avoid needing to send a DSN if
something fails.

Do you operate your own mail server?
If not, contact the operator.

If you, check Apple's policies and verify you fulfil them.
The mail.org mailing list is a good place to ask such stuff.
