add check for write access

Claws Mail offers user a option to install icon theme for all users
of the system it runs on. On most Linux configurations system
wide themes directory is owned by root and operation will fail
with write error.
It's anti-pattern to offer user a choice that likely will fail.

This patch proposes to add check if Claws Mail can write to
system wide themes directory before offering possibility to the user.
