[Users] Filter is not working as expected

You're right. I should have been more explicit.

Below is a detailed list of the rules tested and their results.

I tested the rules one by one, first for the From field, then for the To
field, and finally for the Cc field.

Rules tested using the From field
1)  ~from matchcase "@example.com"
It worked fine in all cases.



Rules tested using the To field
1)  ~to matchcase "@example.com"
It worked when there were only external emails in the To field.
Examples:
    To: regularjoe at gmail.com, somedude at gmail.com
    To: regularjoe at gmail.com

Failed if any @example.com email was specified in the To field.
Examples:
    To: regularjoe at gmail.com, bwayne at example.com
    To: bwayne at example.com, regularjoe at gmail.com


2)  ~to regexpcase "@example.com"
It worked when there were only external emails in the To field.
Examples:
    To: regularjoe at gmail.com, somedude at gmail.com
    To: regularjoe at gmail.com

Failed if any @example.com email was specified in the To field.
Examples:
To: regularjoe at gmail.com, bwayne at example.com
To: bwayne at example.com, regularjoe at gmail.com

It failed because it showed all the emails that didn't have the Cc field.
