If I understand your requirements correctly, it seems that your
over-complicating it.

Try this format:

~from matchcase "@claws-mail.org" & ~to_or_cc matchcase "@claws-mail.org"

IOW, you don't need regular expressions for that match.

You can test any filter rules by using them in the Extended mode of
QuickSearch.
