I don't know how you could program that. You need some sort of
intelligence to look at the overall text and determine what was the
quoted material and what has been added to it. If fixing was really
important, say you were passing it on yet again, I'd load the raw
message in my text editor and fix it manually. Which I already
do on some occasions for really mangled stuff...
