[Users] characters before the ">" in a quoted line

I meant the second one of these.

No, they change which characters are recognised as indicating
quotation.

That is what Claws provides, if you want it to do something else then
you need to explain what you would like and see if someone will
implement it. There may be a way of doing it using regexes and actions
but of course that will probably be a bit more manual than automated.
