[Users] Notification plugin on Claws Mail's Windows port

Hello,


I was directed here by the good folks on the #claws IRC channel. 

I have started using Claws Mail on Windows recently and I'm having some trouble to get the
"Notification" plugin working. Specifically, it is the pop-up windows informing the user of a new
mail - they do not show up at all. Non of the changes within the plugin's settings I have tried does
not have any effect. At the end of this email I am attaching a quote from one of the users on the IRC
channel who thinks this is a specific issue of the Windows port. The only thing that happens when the
new mail arrives is the icon on Windows taskbar starts blinking orange (default Windows behaviour
indicating some changes within an application) - see attached picture - and this indication also
really doesn't work very well. The blinking does not stop when I mark the new mail as read, but only
after the reception of new mail is triggered again (manually or by planned interval).
