[Users] characters before the ">" in a quoted line

Do you mean the following settings?:

• "Collapse quoted text on double-click" (currently checked)
• "Treat these characters as quotation marks" (currently only the ">"
  character)

The descriptions don't suggest they'd change which characters can go
before the quote character.
