If you have turned on the filtering log and checked all the boxes for logging
everything and yet nothing shows in the filtering log then you have no
filtering rules.

Perhaps you are confusing Processing rules with Filtering rules, perhaps you
have set folder Processing rules. If you can't work it out yourself, then
sharing the contents of the .claws-mail/matcherrc file should make it clear
what is going on.
