AFAIK Perl and GTK 3 do run in Windows, so in theory could be. There's the
possibility of running it as-is within the WSL¹, which is probably easier.

But I don't have windows, so not much I can do in that regard. If you
make some progress with any of the above let me know and I'd be happy to
update the docs.
