[Users] address book in unexpected order SOLVED

I found the solution to my problem (it turns out it was system-wide,
not just in my Claws address book). My system was using outdated
versions of /usr/share/i18n/locales/iso14651_t1_common and
/usr/share/i18n/locales/en_CA so I replaced them with the latest
versions and ran `locale-gen`, giving me the expected sort order.
