[Users] address book in unexpected order

Hi, I notice an entry I added to my address book is not in the order I
expected; the person's name begins with a non-ASCII Latin character,
which seems to be ignored and the next, ASCII, character is used
instead. Am I able to change the order of the address book, change the
ordering rule used, or upgrade the alphabetization code?
(Unicode's current European Ordering Rules give me the order I expect)
