[Users] Keyboard shortcuts

I can't change keyboard shortcuts. I'm sure there used to be a preference
to (dis)allow changing keyboard shortcuts but I can't find it now.

I have Preferences, Miscellaneous, Enable keyboard shortcuts ticked (and
they work: I just can't change them).

I'm running the gtk3 branch.

Am I missing something obvious / has the functionality changed / is this a
bug?
