When I remove all Ctrl combo's from menurc, I lose the control
commands from *everywhere*. E.g., I can't exit with Ctrl+Q, reply with
Ctrl+R.

The idea is to remove the shortcuts from the compose window only,
where the external editor is running in.

Precisely. Do I understand correctly that claws uses a single binding for
all modes, views, windows? I see multiple bindings for some keys, e.g.

   ; (gtk_accel_path "<Actions>/Menu/Message/Save" "<Primary>s")
   ; (gtk_accel_path "<Actions>/Menu/File/SaveAs" "<Primary>s")
   ; (gtk_accel_path "<Actions>/Menu/Book/Save" "<Primary>s")

so it must distinguish based on the action.

Still puzzled...
