I installed a second desktop, LXDE, initially no change in behavior.
But as I was randomly clicking areas across that area, I hit something
that moved it down to remove the scroll bar, but have not been able to
replicate that since. Looking at the interface, I am not actually
seeing a separate line between the To: and Subject fields as I do with
Debian, so I don't know exactly what I hit.

I believe I should see the double-arrow cursor anywhere along that
area and that isn't occurring. I will report this to the Mageia team.
