[Users] Unable to extend section of Compose window to eliminate scroll bar on right side

Bug report 4610 was properly closed, based on the subject I input.
Thank you Paul and Michael for clarifying the reasoning for the two To:
fields, I was not expecting to see two of them. Appreciate it.

Running Mageia Cauldron (testing, x86_64, in a virtual machine), Claws
Mail 4.1.0, desktop is LXQt:

With the presence of the second To: field in the Compose window there is
a scroll bar on the right side of the window in that section and the
section cannot be expanded/moved down in order to eliminate the presence
of the scroll bar.

I checked a second Linux OS I'm testing (Debian Testing, also in a
virtual machine) Claws 4.1.0 along with LXQt. On Debian, this same
section of the Compose window can be expanded.

Could this be an issue specific to Mageia, or perhaps with LXQt?
