Yes, that's the idea if you want your build to be configured like the Debian
package.

But yeah, instead of using make variables which doesn't work in shell just
replace $(DEB_HOST_MULTIARCH) by x86_64-linux-gnu (wasn't it obvious? :-)

And BTW, $(MANUAL) is unrelated, the option ends on the first whitespace.
