[Users] [Bug 4550] New: cannot assign key-bindings to menu items

In Configuration → Preferences... → Other → Miscellaneous, I have set "Enable
keyboard shortcuts".
However, when I open the menu Tools → Actions, hover over an action and press
'a', nothing happens.
I expected that 'a' would be assigned as a hot-key.
