To run claws, you need libetpan and liblockfile.
To build, you need libetpan-devel and liblockfile-devel.
Installing libetpan-devel doesn't automatically pull in liblockfile-devel.

Why not use mock to build? I can send you my claws 3.99 (gtk3) spec file.
