They are probably switching to the cloud version of Exchange which is supposedly secure.

Yes, they are correct. However, support for oauth2 is currently under active
development.

It strikes me as a strange (although not surprising) idea by the U. of A. IT
people when exchange servers are being hacked all over the world.

Also, oauth2 does not bring greater security.
