I think you'd need to build it yourself.

Fancy in Claws 3.17 uses an old version of wekitgtk that's largely been
dropped by the Linux distributions, so you'd need to build the old
webkitgtk too.

Or you could try the Claws GTK3 branch.  It uses an updated webkitgtk,
so you could at least use your distro package for that.
